Damages Paid

If a police officer has to drive through your lawn in pursuit of a criminal, and he tears it up, you can get the city to pay for damages. Likewise with other kinds of damage and other parts of the government. So my question is: In the movie E.T., when all those government scientists come and invade their house, set up camp around it, trample their yard, turn their house into a makeshift alien hospital, and all the other crap that Elliot’s family has to put up with, do you think they could’ve, or should’ve gotten some reparations from the state/federal/county/city? At least for their lawn?
